Finance Compliance Manager-Prevailing Wage and Inflation Reduction Act (IRA)

In this role you will lead Mortenson's prevailing wage and IRA apprenticeship compliance program across multi-state construction projects. You will partner with Legal, Payroll, HR, and project teams to reduce compliance risk and ensure accurate pay classifications and documentation. You will build and coach a team, manage capacity and priorities, and maintain audit-ready project files. You will translate IRA and Davis-Bacon requirements into practical processes and serve as the primary contact for stakeholders on compliance questions. • Own the prevailing wage and IRA apprenticeship compliance program for applicable projects, including procedures and documentation standards
• Interpret contract, grant, and customer requirements for prevailing wage/IRA applicability and translate into project workflows
• Manage and develop team members through hiring, training, performance management
• Set team goals, monitor capacity, and escalate high-risk issues
• Ensure compliant contract documents and pay determinations for union/nonunion and multi-state scenarios
• Oversee certified payroll and customer/agency reporting, ensuring accuracy and timeliness
• Maintain audit-ready project files with evidence, decisions, and retention controls
• Monitor IRA compliance, identify risks, and coordinate corrective actions with leadership
• Serve as primary contact for internal and customer inquiries on prevailing wage/IRA compliance
• Coordinate audits and support, track findings through resolution
• Oversee subcontractor compliance support including fringe benefit documentation checks
• Establish quality controls and root-cause remediation for classifications and documentation
• Deliver training and enhance systems/templates to reduce compliance risk
• Lead initiatives and special projects as assigned

• Bachelor's degree in accounting, finance, business or related field
• Minimum 7 years in prevailing wage/payroll/compliance/audit roles
• Prior people management experience
• Proficiency in Excel; experience with payroll/timekeeping and ERP/project systems
• Experience with IRA apprenticeship tracking/reporting and/or certified payroll reporting
• Experience with compliance platforms (e.g., LCPtracker) and document management
• Strong knowledge of prevailing wage concepts and IRA provisions
• Strong reconciliation and data analysis skills
